Disease control starts at the owner of livestock, and must be controlled from that level outwards up to national level. Tropical conditions and high rainfall favors strong populations of various ticks and mites in central Africa. Livestock areas are commonly shared or border on wildlife habitation, which increases the impact of various diseases and parasites through direct or indirect contact.

Owners of livestock are not always directly involved with the daily grazing and treating of livestock, as livestock are often entrusted to be gathered with other livestock in a specific area to be grazed together with a common herdsman. This indirect control is the greatest contributor to spreading of diseases when the herdsman is not properly skilled.
